Livermore council to honor resident for saving man's life, despite lack of CPR training
Livermore will honor one of its residents who saved a life nearly six months ago -- despite not having medical training -- at tonight's City Council meeting.

Bilal Shahid was driving eastbound on Alden Lane on April 3 when he saw a man lying on the sidewalk. He flipped a U-turn to check on William Kiyabu, who was unresponsive and struggling to breathe.

As Shahid called 911, Kiyabu stopped breathing and no longer had a discernible pulse. Though Shahid had no CPR training, he began chest compressions with guidance from Alameda County Fire Dept. dispatcher Shannon McGraw.

Paramedics arrived and took over what they called "near perfect chest compressions," according to the city.

Kiyabu regained a pulse and was taken to Valley Care Hospital, arriving in stable condition.

"Had it not been for Mr. Shahid's heroic actions and performance of CPR, Mr. Kiyabu would likely not have survived, as it was estimated he had suffered a medical emergency about ten minutes prior to being found," says a proclamation the council plans to give Shahid tonight.

The proclamation declares Shahid "A Livermore hero."

The Livermore City Council will hold a special meeting at 7 p.m. Tuesday (Sept. 27) at the City Council Chambers at Civic Center Meeting Hall, 1016 S. Livermore Ave.
